Prevent Users from Locking sets

Hi,

We are in a 24/7 environment and to dial out we use PIN codes assigned to virtual extensions.
Some users, on their own shift, for whatever reason, are locking their extensions.
Then come other users on the next shift and the handset is locked.

How can I set it up for the phone not to be able to LOCK, or at least require a password/code to lock?
