IPC Chorus error

hi,
we use an external accounting application that connected via telnet to alcatel 4400 ACT Release 9. it gives following incident on some nodes that arre release 9. because of this incident, accounting application can not take cdr tickets from pbx. can you help me to fix this problem?

I guess -11 option shows that file system saturated. Problem exist not on this incident, but this incident appear due tickets overcollecting, nobody takes them from OXE.

how can i solve and take tickets from OXE? how can i prevent saturation of file system?
