Problem between DISA & Discrmintor Rule

Hi,
Any1 run acrossed the following issue:
OXE (E2.504.1.e) setup w/ automatic DISA.
The User is able to access the PCX with DISA without issue, but when he/she tried to make an outbound call (9, 17145551212) via ARS Trk Se'z code (9) it only send out what is programmed in the Discrimination Rule. So for example if the the Discriminator rule is programmed up with a '1714' to got out ARS route list 3 w/ 11 as number of digits.
In t3 I saw the digits '1714' being send by the system, so the call was rejected by the CO.
So I setup a Discrimination Rule for '17145551212' and the call is made without issue.
Any idea
what is wrong
