4059 Internal Directory??

I've installed my 4059 sucessfully but the local/internal directory does not appear to be populating? I've found multiple docs that talk about linking it to and external LDAP, which I don't have, but nothing the discuss how link it to the local CS so local users appear in the directory. Any idea what I'm mising? Dial by name dos not work either.. arg
