access denied to inter-node-links

hello
I tried to access inter-node-links to create a hybrid link for internal Pilot (to allow users to call internal pilots )
the problem is when I tried to access inter-node-links the system told me (access denied).
So could any one help me in this.

are you logged in with default administrator account or another one that is limited?

What app you using to program? 4760, 4760i, 4730, mgr etc..?

I access the system with default access through telnet ****and using mgr

the system is not licensed for networking because to activate internal Pilot it doesn't need license.

Look for this in your license ZIP file and find the FI.txt file

I assume you are trying to create a local loopback so you can dial internally to a CCD Pilot?
