Send DTMF. Change change to make it default?

We have 4039 a phone in a public area which is there to allow people to call a call centre. However the customers have trouble using it as they need to press the send DTMF key before they select the call centre options.
So the question is, is there anyway to change the 'user' programing or COS so that DTMF sending is enabled by default on only this phone?

Prog a button on the phone to dial Call Centers and Add send DTMF code.

1) Number +
Suffix for DTMF End To End Dialling should work. (cheap)
2) Use Genesys and a RSI with a CED Strategy
(expensive but very cool)
3) Go trough a Trunk Loop with Auto-DTMF (not nice)

Will give that a try. Pity it isn't like most things on this system and user selectable through a COS.
