Immediately forwarded calls won't go to Voicemail

I have created a virtual set on ext. 9795 and set the Dynamic State User to "Immediate forward" to ext. 9595. When a caller dials 9795 the call forwards properly to the associated set 9595, but if there is no answer the call does not go to voicemail, even though when 9595 is called directly the call does go to voicemail. I need unanswered calls to 9795 to go to 9595 voicemail - what do I do? (Try it yourself at 212 258-9795 and 212 258-9595.)

Please check the voicemail directory number and the overflow on no reply is set to true.
also check ringing on partial busy
on extention 9595

That worked to an extent, in that 9795 now goes to voicemail, but it goes to its own voicemail box whereas I need it to go to the voicemail associated with 9595 (actually an auto-attendant).

It looks correct (see screenshot), but unanswered calls still go to the
9795 set's own voicemail box, not to the associated set's (9595). FRED

Try this it works for me
the Associated Set No. should be your voicemail number e.g.
I use 3999 for voice mail not the set number

Fred,
Under User programming:
Set the "Associate Set" with the VM access number.
ALso check the multiline setting:
Overflow on no reply : True
Overfloe on busy : False
Now the extension will ring and overflow on no reply after timer 4 and also when all multi-lines are busy.
If you want to immed. fwd to VM, Under Dynamic state:
Set it to Immed. Fwd and set the fwd extension to be the voicemail access number.

I tried ask's latest suggestion, but it still does not do what I want, which to repeat, is as follows:
Immediately forward one extension (9795) to another (9595), and if the forwarded extension does not answer, then I want the call to go into the forwarded extension's voicemail box (9595), and not the original extension's (9795).

Fred,
u will need to manage the Phone Facility COS for set 9795.
At the very bottom of the COS set fwd option to "Final set voicemail"
