How to set up a waiting message if the attendant does not answer after a certain amount of time ?

Just change the timer #102 (0 by default / to turn off).

If you put 100 after 10s (I think) a message will be hear by the user. The message is "Please wait someone will be with you shortly".. Of course you can change it ..

The Tone that will be played ist in default tone 110. Change the Tone under Voice Guides if you like another tone played.
