PoE status: Denied or Fault

Hi, a weird one that I'm unsure how to approach!
I have a site with a 6900 core, and also 5 cabinets all with stacks of 6360s.
Almost all switches on all stacks are giving PoE errors. Either Denied or Fault as per the attached image.
None of the stacks has any lanpower configuration!
What I've tried:
- the obvious reboot
- upgrading to 8.10.93R3 from 8.9.221R3 on the least busy of the 5 cabinet stacks
- upgrading u-boot as well for that same stack (fpga is the same so there's need to upgrade)
- manually "lanpower slot 1/1 service stop" and then start it again.
- "show powersupply" seems normal enough
- no power-policies or power-rules configured
- not going over the power budget, not even close...
Is this something that I can solve or do I need to raise an SR with ALE?
