I want to install a zabbix agent on alcatel 4400 r10 and I wonder how to install the repository with the command apt-get which does not work anyone have an idea ?

I would not do that. The OXE/4400 system is highly modified. You risk instability.

You have other ways to monitor your 4400, using OmniVIsta 8770 software, or SNMP Traps to your network monitoring server
