I'm experiencing an event on my network on my 6900-v48 switch with the firmware 8.9.221.R03 My network starts to slow down, I checked an absurd amount of logs with this information

First thing that comes to mind is a onesided LACP configuration or incorrect cabling for the ports bound to a LACP. Unfortunately you posted literally nothing to work with, no config, no topology.

svcn - means service: do you have SPB/Vxlan or L2GRE configured?

port-id 33554464 is LACP 32. gport 25 is port 1/1/24. Check this port and this lacp in your config. If you haven't configured it by yourself than you have auto-fabric enabled and auto-fabric has configured LACP at your switch and SPB too.

So delete this unused config (lacp, bvlan, spb) and disable auto-fabric.
