Fan lights off but can login to mgr

Due to power issues ,the OXE system fan lights are off and all the phones are off.When login to mgr all the database is available including swisnt.What could be the issue?Do fans needs replacements?Please assist.

past the output of the command ps -edf
the telephone appli is down cuze of some issue: autostart off , io issue etc

what about if you enter RUNTEL, does it starts ?
