voice guide 002 on gust phones

hi every one,
im having a very strange issue with a hotel configuration. then the guest is checked in, the guest set give out the voice guide 002 (camp on guide). some times it gets resolved by resetting the port, when that dont work i have to delete and recreate the user. this only happens to the guest sets. here are the details of the system. the occurrence is rare, like one or two sets for two weeks.
oxe r 12.0
common hardware
all guests sets are analog telephones.
i have attached a video as well.
any ideas ?
