hello,
I can't delete the policy:

RG_SW1_OS6350-P24 # show configuration snapshot qos
! QOS :
qos user-port shutdown bpdu
policy port group UserPorts   1/1-24
qos apply

RG_SW1_OS6350-P24 # no policy port group UserPorts

RG_SW1_OS6350-P24 # policy port group UserPorts no 1/24
ERROR: No such port group entry

RG_SW1_OS6350-P24 # show configuration snapshot qos
! QOS :
qos user-port shutdown bpdu
policy port group UserPorts   1/1-24
qos apply

Why !?

mostly it will be easier to remove the whole port group and create them new for the new range 1/1-23
