No output on Hyper Terminal during CPU-7 booting.

Hi All
I have Alcatel OXE cyrstal HW , CPU-7 , Release 9.0 , after an electricity problem , the system was crash, when try to login I get:
Welcome to gcc

No directory /DHS3bin/mtcl!

I try to reinstall new system. But when I try to login console via direct serial connection , I couldn't get any output on Hyper Terminal during booting.
after the CPU had completed the booting then I get login only:
Alcatel-Lucent OmniPCX Enterprise

I try two console cables , try putty app. the same issue
Is there any advice to solve this problem to be able access to CPU during boot to for doing the necessary steps for new release installation.
