I understand that the VFL ports on 6860E are QSFP 20Gbps ports.

We did not purchase the stacking cable for the switch. Is it possible to use any off-the-shelf QSFP fiber transceivers with the appropriate fiber cables for virtual stacking purposes?

you can use any QSFP-DAC (cable is for 40G - switch-port only supports 20G). Also you can use QSFP-SR-modules (multimode) or at the 10G-Ports SFP+ (single- or multimode)
