OS6850 stack not stable

I have a OS 6850 stack consisting 2 NI when i connect them in stack it becomes unstable the same when work independant with other switch kept Off works stable

Which steps did you follow for the stack configuration?

I usually follow this ones with the console cable connected towards each of the switches:
1. Power on the first switch in stand-alone mode without the stacking cable.
2. Connect Pc with the console cable at the switch and enter into the Switch's console CLI.
3. Insert the following command:
-> show stack topology
-> show power supply
->stack set slot 1 saved-slot 1
-> write memory
-> copy working certified
-> reload working no rollback-timeout
Confirm Activate (Y/N) : y
4. Power on the second switch in stand-alone mode without the stacking cable and insert the following command into the switch by the cli interface:
-> stack set slot 1 saved-slot 2
-> write memory
-> copy working certified
-> reload working no rollback-timeout
Confirm Activate (Y/N) : y
5. Power off the both switch - wait some minutes
6. Connect the rear stack cable
Power on the first switch (configured as primary) and after 10 second also power on the second switch
9. Verify the stack status in the switch 1 with the following command:
>show stack topology
>show stack status
