Overflow No answer on entity

Hi,
My client is setting a forwarding call on 4038 phone for no answer calls. It worked for internal numbers but if there is a incoming an external call and that's no answer, the call is going to entity 1st routing number. How can i fix this?

For example;
My Client is forwarding number 3233 to 3225.
External Number is calling to client's DID and call doesnt forwarding 3225 . It's forwarding the number in the entity 1st routing number.

How is the dynamic state setup for 3233, and how is your Phone COS setup (all the settings at the bottom, regarding forwarding)
