Busy signal when accessing voicemail

In our shop OXO pressing the flashing message key or dialing 500 (voicemail hunt group) results in a busy with the message Not at moment. Tried a warm restart, the system never recovered. Powered off/on, system is back up but voicemail is still inaccessible. Would the Power CPU have to be replaced?
The Auto Attendant greeting can be played from an operator phone.

First, confirm that your system is running with a valid license with voicemail ports.
Second, confirm that (licensed)voicemail ports are in service in Subscriber/Basestations List
Third, confirm that active VM ports are members of default HG 500
Fourth, make sure you have free compressors available to reach to your PowerCPU. IP phones require compressors on CPU side to access VM.
Fifth, confirm that Voice Processing service is activated
