Voicemail remote access disabled

In our lab test system I get can't access voicemail when calling in via a trunk. When logging in from an 8039 in Operator mode, I don't see a Remote Access option for the subscriber as specified in a manual. The message I get is "Remote access to voicemail is currently disabled' - for all subscribers. This system requires a Remote Access Code to be entered when pressing # from the main menu. That will allow up to logging into voicemail, but then the disabled message is heard. How can voicemail remote access be enabled?
