Can't access Central Services

Previously I routinely changed email voicemail notification addresses using OXO 30.0.28. Now I can't access Central Services, it's grayed out. Tried using 'Compatibility to older releases..' setting, older OXOs such as 22. and 20., even downloaded the latest 31.0,10 version, same. A co worker was able to access Central Services on his pc, I believe he's using 30.0.28 .

I'll try installing the OXO on my home pc and try it - but I wonder what could cause me to lose access to that setting?

Update - could not run the programmer on my home pc, a .dll file was missing. Tried reinstalling 30.0.28 and a 22. version, same.
