Feature request: get lock/camp on state into RoutingState

I just have to write somethong that deals with camp-on states.
So I recalled that I would get the campOn state as part of the AlcStaticState object in AlcPhone back in the day. And you can subscribe for AlcStaticState modifications, thus you'll get the info if the campon value changes. So, as part of the SOAP API unwind it would be useful to also have the lock & campon state using a subscription mechanism.
