High CPU Utilization When Saving?

Has anyone seen CPU utilization spike to 98-100% cpu utilization in invoking the "write memory flash-synchro" command?

This is a standalone (non-vc) setup runing 8.3.1.377.R01

i have seen that in the past, afaik this is "normal" as the process (rsync like) will take some CPU cycles
