Call barring

Anyone have an easy step by step guide to barring certain prefixs. We have a 4400 omnipcx that we are trying to bar the number 00213*** from being dialled. However there are some discrimator rules set up by a previous contractor who left no documentation that we need to change. Sorry for being so vague.
