alcatel sar 7705 mpls rsvp

Hello All,
I have 3 7705 SAR, connected as 1=2=3, so 2nd SAR has 2 links to every other. All interfaces are up, OSPF dynamic routing is configured.
Also MPLS enabled with static-lsp, this is working properly. Also RSVP is enabled on all of SARs, RSVP interfaces are enabled.
But.
on 3rd SAR there are 2 rsvp neighbors - on every interface,
on 2nd SAR there are 3 rsvp neighbors
on 1st SAR there is only one rsvp neighbor.
in DEBUG there are no rsvp hello messages on second interface on 1st SAR.
I have dynamic LSP RSVP-signalled and hello messages on other inrerfaces.
what could be wrong ?
