Issues loading database onto new PowerCPU EE (OXO Connect R2.1)

Hi All,
I am experiencing an issue when trying to load a customer database onto the new PowerCPU EE's on OXO Connect release 2.1.
Using OMC 21.0.13.1a, the system displays the attached image but not showing any errors in the log and then doesn't load the database onto the CPU.
Last check on the log is 'Hardware Check' but it is green, all cards on the OXO match up to the ones in the database.
Have tried with multiple databases and keep getting the same issue.
Have tried upgrading the database to R7.1 and then 2.1.
Have tried new software keys on the CPU before loading.
Cabinet type is 2G, database is 1G but don't believe this should cause an issue.
Any ideas?
