Calls not answered not forwading to Voice mail

I want to make a call to room extension if you called the room extension from operator after 6 rings if the call not answered it should reach the voicemail box of the room user.
Voice mail Type : 4645
User A (operator)-------User B(Associate set : Voicemail dir no )
I tried to manage in Phone feature cos and i made the timer no 4 to very low value but its still not going to voicemail phone keeps on ringing
Any suggestions
