Pabx works for only 5 minutes

Hello,
We have been using for years the Alcatel Opus 20 pabx.
For a couple of days we are facing some main problems.
1- The first occurring problem was the following :
- it became impossible to take a line from a secondary phone set.
To try to solve the matter, we re-initialised the pabx, by a sequence of jumper plug and unplug (this combination is given in the equipment manual, and we used successfully it several times in the past)
This process did not solve the matter.
2- And, now we are facing a more serious problem.
When we have an incoming call, the phone sets are ringing only for a couple of seconds and it is no longer possible to reply.
In addition, it is no longer possible to take a line to make an outgoing call.
By making a re-initialisation, the pabx works well for about 5 minutes.
And the, the above problem occurs again.
3- On the left side of the pabx we can hear a kind of buzz.
4- We contacted our telecom operator who made distance test and were told that the line works well.
But the operator also said that he found an insulation fault or loop.
Would you any idea of what can cause the problem ?
