Teleprotection over SAR 8 7705

I was wondering if you guys can help me analyse the result below:
I configured an E1 (satop-e1) and x.21 (64k synchronous) SAPs from one SAR 8 router to the other. I am using MPLS-TE in my network and the lsp are all up. I then connected two pairs of DIP 5000 tele-protection devices to the two saps created above. One pair of teleprotection devices uses E1 and the other pair uses x.21. Using the DIP 5000 HMI software I then determined that the x.21 circuit performs better than the E1 in terms of latency. For the x.21 circuit I get 4.25 ms whereas for the E1 I get 6.25. My colleague who works with teleprotection are saying the results should be the other way around.
I then explained to them that the packetizing delay on the E1 is higher than the x.21. I was not sure as well thus I want to check if my reasoning for the X.21 circuit performing better than E1 is correct.
