otbe upgrade issues

hi, my OTBE is upgrade from Release 2.1.000.101 to Release 2.1.100.044
the upgrade is finish
but in the system all mobile device can't make call from GSM number？ make call from the wireless is clear，in old release this issue is clear！
how can i check any configuration
