Disable password request

Hi all
I faced a problem with one of the DECT phone.
The customer uses the PBX System Alcatel OmniPCX Enterprise. Configuration is performed in the system OmniVista 4760.
One phone (DECT-400) requested a password when making outbound (Public) calls.
Example: Subscriber dials 9 -->> Next, system prompts (on phone screen) for a password "Enter Password".
If you enter "0000" then the call executes successfully.
If the call is local then the system does not request the password.
I tried to change "Public Network COS" but this has no effect.
Advise please, how you can disable the password request to public calls?
