You can boot from a TFTP or FTP server.

Interrupt the boot sequence then set the eth-mgmt-address and if the server is on a different subnet, the eth-mgmt-route.
Set primary-image to the directory containing both.tim on the FTP or TFTP server.

For example, for a server with both.tim in a directory "TiMOS-6.0.R5" relative to the FTP/TFTP root:

primary-image tftp://192.168.1.150/TiMOS-6.0.R5
or
primary-image ftp://user:passwd@192.168.1.150/TiMOS-6.0.R5

For next time, there's a command "file version <file-url> check" to validate the integrity of a .tim file before reloading.

i have tried this, but seem not help. Error message below:
ERROR: Failed to decompress section text -- (313)
Failed to validate and load the TiMOS image
Note: this both.tim is copied from another sas-m with the same model.

Sounds like the file is corrupted.

From the working SAS-M, verify that the file passes the file version check. Verify that the file on your FTP/TFTP server have the same size as on the working SAS-M. Make sure that if for example you're FTPing the file from the original SAS-M you do so in binary rather than ASCII mode.

Is your CF card installed in the correct slot?
