Cannot delete multiline user DECT .

Hi, my pbx (OmniPCX Enterprise) have license to serve only 37 stations DECT . probably i am using 37 at this moment, but i have to connect one more phone DECT but my database already contain 37 users, and i have one of them are multiline. so i cannot delete theis one multiline users from my db. Can some one help me. It even don`t want to be deleted with FORCED DELETE command.
I cheked all Programmed tandem or user declared in Entity CDT , no result .
please can any one help me .
