transfer delay before "accepted"

I have an operator who says she has a significant delay after she presses 'transfer' button to complete a blind transfer, before it says 'transfer accepted'.
This becomes a problem when she is receiving a high volume of calls, as she has to wait 3-4 seconds before she can answer the next call.
I can't find anything related in Noteworthy addresses... does anyone know if there is a timer in the system for this?
