I´m making a offer and i need to activate the backup signalling link on remote e´MG. I´m not sure where is this functionality. Could you help me?

Update: Maybe .... Is it possible you do not need to activate anything?

As I remember - nothing to do in Actis wirh Backup Signalin link. If you have PTT connections (T0, T1 or E1 link) - you can manage Backup Signaling link (no additional licenses required).
