eZ32-2 issue

I just replaced two old Z24 boards with new eZ32-2 and cannot break dial-tone on all ports both boards.. Any ideas what I may be missing?
System running rel. 10
new MAO installed
changed in mgr/shelf/board
board say in-service
I get 'enter extension number' when off-hook but cannot break dial-tone.
