When agent calling to customer , the calling occur confusion

hi~
my site have call center.
agent calling to customer with out calling (IP phone to mobile phone)
but confusion call occur 2 times.
so I checked.
first case :
When agent calling time about 4 minute, then keep going confusion. confusion voice heard tele-communication firms.
so agent get the answer from customer and calling release.
second case :
when agent calling time about 10 second, then keep going confusion. confusion voice heard tele-communication firms.
I wonder where I check point ?
I think problem from tele-communication firms not oxe.
pls answer the question.
