Transfer by an internal user: you need to use the normal proccess of call transfer but using the extension number of other site previously maped in the "internal numbering plan".
Transfer by system (incoming call routed to an extension of the other site): you need create the DID entry in "public numbering plan" routed to ARS, in the ARS you need to treat this DID to send it to the other site, on the other site you need to create the entry in "private numbering plan" routed to the right user. Take care with TG category and trunk category and remember that the trunk of incoming call needs permission to take the TG to go to the other site.

Take care to external transfer too, the user that is doing the transfer needs permission (user feature - external transfer, incoming and outgoing...)

Be aware that if you use AA to answer calls that procedure is not possible. When AA answer a call public numbering plan is not used. In that case you have to configure virtual extensions diverted to secondary site.
