Adding a new SLI-18 board to OXE

Hi,
I'm currently facing a problem when adding a SLI-16 board to an OXE (shelf 3). I have physically added the SLI-16 board to the OXE and restarted the OXE. But the board does show when I use the "config 3" command.
Can anyone please tell me if I need a license just to add a new SLI-16 board or any other board for that matter to the OXE??

What slot in the cabinet did you use for this board?

do you configure the board? there is no automatism for a new board.
