Problem with analog phones

Greetings!
I have a problem with analog phones, I can't make calls, neither internal nor external, when picking up the receiver, I get busy tone I get on all devices, digital phones work fine, but when dialing to an extension analog, sent the legend "Not available"

all phones are connected but I can not use

I hope you can help me

termstat d mcdu command to see what's state of analog user with the issue
dspstat

i'm sorry but i haven't SEEN that it was an OXO. forgot about commands they are for OXE ;-°
I can say it 's license issue a t 99%

ceck the Flag "Unlocked, locked" in the OMC Subscriber > Miscellaneous> Lockstate.
