Alcatel Unleashed

After maintenance on site with clients UPS, the OXE was shutdown. When power restored the expansion shelf 1shows Reg not init on all cards.
I have tried a restart and switch off of the MEX board, but unlucky. Could it be the MEX board or HSL1 daughterboard.
Also has anybody used a GD as MEX board? If so what are the dip switch settings.
