Configured ARS call flow using prefix Routing Number?

Hi,
ARS prefix - 99
Trunk - SIP (ISDN all countries)
Remote extension - 26001
I followed the documentation on configuring ARS, my prefix is configured for + ARS Prof.Trg Grp Seizure (when this prefix is used I dial my ARS prefix 99, followed by the remote ext followed by #). However if I use prefix + ARS Prof.Trg Grp Seiz.with overlap, I do not need to enter the # so I will use this prefix.
When I make the call using ARS prefix + remote extension ( i.e., 99 26001) I get a busy message on the phone.
However, If I then create a prefix for + Routing No 26 , and enter my Network Number, leave the Node Number/ABC-F Trunk Group at default (0) – a call to the remote extension using the ARS prefix i.e 99 26001 – the call succeeds. But I don’t think I should be using prefix Routing No in this call flow.
I appear to have the ARS prefix configured fine but without configuring a routing number for my extension the call will not work – can you advise?
