Attendant Diversion Key

Hi,
I was wondering if someone could offer me some advice.
I have a compact oxo site which has only one number coming into the system. This is routed to the main attendant containing only one set and the remote ISDN access. There is two ISDN2 lines coming into the system with a total of four channels.
I am trying to divert the main attendant number to a external mobile but everything I try seems just to ring the handset and does not divert.
All the features are ticked to allow external divert, join incoming, outgoing etc. Also in the feature design the transfer ext/ext is set and by on hook. The external diversion mode in joining. The joining table is all ticked for ISDN to ISDN and Analogue.
I have created speed dials in the system which route to mobile numbers using the main trunk group but again when these are entered when the Attendant Diversion and Immediate are pressed it still routes to the main attendant phone.
I thought it could be something to do with the number of available channels as each ISDN only has two. One being used with being on the phone and one with me being remotely connected to the system but I disconnected from the system and tried again but still did not work.
