X25 tunnel problem

I am adding one node number 15 to a backbone of 10 nodes, star topology, where node 1 is the reference node. Using ABCF IP hybrid link.
I created the tunnel (netadmin) and the hybrid link, but when I ping the tunnel from each node, there is no reply.

suproutage on node 15 side is showing up, but on node 1 showing not connected.

getting lot of incidents on node 15
:2865=PH:PLL 0 is down on Hybrid Access (1 1 Main)
=Network mgmt : unreachable node 1

a reboot of both cpu, did not fix it.
