ARS pause for indirect carrier

We need to configure ARS for international calls using an indirect carrier.
To use this carrier a user has to call to his public number, and when their ivr answer the call, the user has to dial international number desired.
This carrier takes the call and expects to receive the message on the digits of the international destination.
The programming mode would be:
User dials 00xxx (international number)
Then OXE must dial 08051234 (indirect carrier public number) make a pause to wait for ivr answer (about 10 seconds) and then insert automatically 00XX (international number dialed by user)
i.e:
User dials 9 (ars preffix) + 0054 12 3456 7890
OXE dial: 08051234 + 10 seconds pause + 0054 12 3456 7890
Calls are made from analog trunks.
OXE release is 8.0
