Have some way of manage the dialing of IP phones from a non-Alcatel software?

If your third party CC supports TSAPI or CSTA I see no reason why it should't work. Contact a presales person and talk about versions of TAPI and CSTA supported on both ends. Another possibility is using pimphony's TSP driver for dialling on client side.
Logger should be able to record H323 RTP flow (you should make tests with this for features supported).

Csta or tsapi. Contact a presales support for better understanding of your needs.
