Call forwarding

Hi all,
I'm having a strange situation in one of the sites. the scenario is as follows:
1. An extension is immediate forward to an mobile number.
2. When an external call from a local number (In the same locality) comes to the DID of the forwarded extension, instead of getting forwarded to the mobile number it gets overflowed to the attendant set.
3. When an external call from a mobile number is made to this DID number, the call is forwarded to the correct number.

Have any of you faced such an issue previously.
If so can anyone provide some help in proving whether its from the PABX end or the service provider.
