Working with VLAN1

Hello all!
I'm new to Alcaltel switches so please bear with me
I have a Omniswitch 6400-24 which I'm trying to configure to use virtual lans. My virtual lan infor is supplied from a WIN 2008 server - I have a NIC that can q-tag and I've set it up nicely. I've followed the Getting started guide to the letter and I ran into a problem.
What I seem to be unable to make work is VLAN1 on the switch. As I understand it, it is the default VLAN for the switch, which is fine. However, I cannot seem to be able to supply the VLAN1 on the switch to the win2008 router. I've set up three vlans on the 2008 (VLAN1, VLAN2, VLAN3). And while VLAN2 and VLAN3 work fine through the switch, VLAN1 wont' budge. Switch won't broadcast to server (for the DHCP), won't work with a static IP...Since two other vlans work fine, I think I've set up q-tagging in the switch ok.
I may be missing some part of working logic of the switch, or I'm just trying to accomplish something that cannot be done on the switch? If anyone can help me, or point in the right direction, I would be most grateful.
