Dynamic INTIP resources for h323 IP TGs ?

Hello,
Configuration:
We have configured two H323 IP trunk groups in an OXE ACT system.
There are 3 INTP board configured for an ACT crystal.
One board is for TG1 and the other one is for TG2.
There is 1 appropriate INTIP board with Gatekeeper 1 configured for TG1.
There are 2 appropriate INTIP boards with Gatekeeper 2 configured for TG2.
Issue:
What could be the reason of dynamic DSP resource allocation even if there is engaged TG1?
With the other words regarding TG1 in case of an outgoing call why does system use another INTIP DSP resource (assigned for TG2)?
We would like to use only the assigned INTIP board with the given IP address for an outgoung call.
