Point To Point Circuit

Question - I have a P2P circuit. Between the 2 points, i have a an access port with QinQ enabled handoff from a switch into each of my switches on either side. On one side, I am seeing an inconsistent PVID on the Cisco from the Provider's VLAN which should be transparent to me. The only difference on the one side is an Alcatel 6850 that also has QinQ enabled. The error message on the cisco is as follows:
00:01:01: %SPANTREE-2-RECV_PVID_ERR:
Received BPDU with inconsistent peer vlan id 683 on GigabitEthernet0/1 on vlan 1

00:01:01: %SPANTREE-2-BLOCK_PVID_LOCAL: Blocking GigabitEthernet0/1 on vlan 1.
Inconsistent local vlan.
ANy suggestions on what could be wrong with the 6850?
